The scheme applies in respect of all community, nursery, voluntary, foundation and community special schools maintained by the East Riding of Yorkshire Authority unless specifically stated otherwise and contains requirements relating to financial management and associated issues, binding on both the Authority and on schools.

Since April 2004 all 3 and 4-year-olds in England have been entitled to part-time free early learning and childcare. From September 2010 the universal free entitlement is 15 hours per week, to be delivered flexibly. The new offer aims to improve child outcomes by increasing access to quality early years provision, and by helping parents to access the offer in a way that better supports them to balance work and family life; both of which are crucial to reducing the effects of child poverty.

The schools finance team provides a range of financial services to schools either through a Service Level Agreement or in assisting schools and the Local Authority in meeting their statutory responsibilities.
