What is the Schools National Funding Formula?    

A Local Authority's schools budget is funded by a ring-fenced grant, the Dedicated Schools Grant and consists of a number of separate funding blocks. The Department for Education (DfE) has determined that each of these funding blocks will in future be calculated by a separate national funding formula. The national funding formula for the early years funding block was introduced in 2017/18, with national funding formulae for the schools, high needs and new central schools services blocks to be introduced in 2018/19.

The DfE had consulted during 2016 on the establishment of a schools and high needs national funding formula. The East Riding's response to the consultation was agreed at a meeting of the Schools Forum on 13 March 2017.

What changes are there to the School Funding Arrangements?

During summer 2017, the DfE confirmed that the new national funding formulae for schools, high needs and central schools services would be introduced as previously consulted on in 2018/19. School level funding allocations were provided by the DfE for each school in 2018/19 and 2019/20. However, these allocations are notional and the DfE have confirmed that it is still the responsibility of local authorities to distribute the overall schools block (the total of all school level allocations) to schools through its local funding formula.

Issues surrounding the national funding formula and the proposed East Riding local funding formula were discussed at a meeting of the Schools Forum on 5 October 2017. A consultation with schools on a number of proposed local funding formula options is currently underway, with a deadline for responses of 17 November 2017.  Responses to the consultation and subsequent recommendation from the Schools Forum to Cabinet on 12 December 2017 were discussed at a special meeting of the Schools Forum on 23 November 2017.  Details of the final level of Dedicated Schools Grant for 2018/19 were announced by the DfE on 19 December 2017 and are to be presented alongside details of the approved 2018/19 local schools funding formula, to the Schools Forum on 11 January 2018.
