Which types of vehicles require a permit?

Permits are needed for the following vehicles:

  • vans of any size
  • pick-ups (two door)
  • vehicles with sign-writing on
  • trailers over 6ft by 4ft (1.8m x 1.2m)

Why does my vehicle need permits to use the household waste recycling sites?

For household waste

Permits will allow you to take your own household waste to the sites using vans of any size, pick-ups (2 door), vehicles with sign-writing on and trailers over 6 ft x 4ft (1.8m x 1.2m).  Read about how to apply for a permit.

Please note: you do not need a permit if you are using a normal car provided it is not sign written.

For commercial waste (e.g. waste not from your own home)

Please note: Permits do not allow you to take commercial waste to a site. If the materials you are wanting to dispose of are from your business or generated from commercial activities, you have a duty to ensure they are taken to an appropriately licensed disposal facility. Legal reasons

All of the sites in the East Riding have a licence stating they are for the disposal of household waste only. This is issued by the Environment Agency who regularly monitor waste being taken to the sites. If it was found that commercial waste was being disposed of at the sites it is possible that the licence would be revoked and the site would have to shut. As well as putting the site's licence at risk, the illegal dumping of commercial waste at the sites also leaves East Riding tax payers footing the bill for its disposal.

The permit system is the most nationally recognised method of enforcing a commercial waste ban and has been in force on all East Riding sites since August 2001. The system limits the number of times vehicles which are more likely to contain commercial waste can visit a site, whilst still allowing residents the convenience of using any vans or large trailers that they have access to.

How do I apply for a tip permit?

You can apply for a permit in one of two ways - online or using a paper form: Please note we do not accept permit applications if you live outside the East Riding of Yorkshire.

Due to changes made to the permit system, permit users no longer need to renew their permits each year. Providing the details of your vehicle written on your permit are still correct you can continue to use your permits until they run out.

Please note households are only eligible for 6 permits per 12 month period.

Alternatively, you can collect an application form from any customer service centre (CSC) (finder map)or household waste recycling site. Application forms must be returned to the address above or returned to the customer service centre (CSC) (finder map).

How long is a permit valid for?

Permits are valid for as long as the vehicle details on them are correct. You will only need to reapply for permits if you change your vehicle or if you use all your permits. You will be eligible to apply for a further 6 permits providing your application is at least 12 months from the issue date shown (please note, this only applies to the new style of permits issued after 1 April 2014).

Can I have more than six permits to use at the household waste recycling sites?

No. Six permits will be given to your household per 12 month period with no exceptions. If you visit a site without permits you will be turned away.

What is a garden waste pass?

From April 2014 onwards all customers applying for permits will receive a garden waste pass.  If you are bringing garden waste only (eg grass cuttings, hedge trimmings, leaves), show the pass to an attendant, there is no need to hand in one of your 6 permits. 

If you are bringing other materials along with garden waste you still need to hand in a permit.

Do I need to inform you if I change my vehicle and/or registration number?

Yes, attendants will not accept any permits that do not match the vehicle being used and your details will need to be updated on our records.

You will need to sign and return a new application form and return your remaining permits and green waste pass in order to obtain new permits.

When this has been approved we will send out the correct number of replacement permits and a new garden waste pass.

Please note: permits are not transferable and you should not leave them in the vehicle when you sell it.

Do I need to inform you if I change my address?

Yes. Please send us your new address with your permit ID number, you do not need to return your permits. This can be sent via email to permit.applications@eastriding.gov.uk or posted to:

I already have permits, do I need to reapply each year?

No. Providing you have the new style of permits (issued from 1 April 2014) and the vehicle details written on your permits are still correct you can continue to use them until they run out. You must reapply for permits if you change your vehicle, registration number or when you use them all.

Please note:  You cannot apply for additional permits within a 12 month period.

Do I need to resend my vehicles V5 to reapply for permits?

No, from 1 April 2014 you no longer need to provide supporting documentation when applying for permits.

When can I apply for new permits?

Providing you have the new style of permits (issued from 1 April 2014) and the vehicle details written on your permits are still correct you can continue to use them until they run out.

Can I use a hire vehicle at the household waste recycling site?

Yes for your household waste only. You will need to complete a waste declaration form which are available on the sites to enable upto 3 tips with a hire vehicle.  You will also need a copy of your hire agreement to show the attendant before you tip.

Please note:  East Riding of Yorkshire Council monitors site usage and reserves the right to make further enquiries of where the waste originates from and use  of hire vehicles at sites.  Details may be passed on to the relevant enforcement officers.
