The council tries to determine applications as quickly as possible and 77% of all applications are determined within 8 weeks of a valid submission date. The majority of minor planning proposals are determined under the officer delegation scheme and will take approximately 8 weeks. For minor proposals determined by the 3 planning committees the time scale is likely to be approximately 10 weeks. For larger planning schemes the time scale will be approximately 13 weeks.

The Planning Portal website gives advice for online submissions. You will need to register an account to complete an application. Please note - the maximum size of any individual document submitted must not exceed 5mb.

Paper submissions
Paper application forms can be accessed from the Planning Portal website. After clicking on the link below scroll down the page to the section, "Download blank application forms", and follow the link provided.

Please note: to access the forms, you will need to register an account and complete 4 short steps online. You will be asked a few basic questions about your proposal before supplying you with a link to the correct form for downloading.
During this short process, you will need to specify the type of form you require from the drop down menu on 'step 3'. This includes all forms of planning consent for:
- full and outline planning consent
- householder planning consent
- removal/approval/variation of conditions/reserved matters
- listed building consent
- conservation area consent
- work to trees or hedgerow removal
- prior notification
- display of advertisements
- lawful development certificates.

If you submit your application in paper form, you must provide 4 sets of all submitted forms, documents and plans (although it is helpful if you provide an extra copy for larger proposals).

Design and access Statements

Ordnance Survey Maps
All planning applications need to have site plans which are edged in red to identify the extent of the planning application site. A site plan must be on an Ordnance Survey base map.

Rise in planning fees announced by the Government
The Government has announced a rise in planning fees of 15 per cent from 22 November 2012 to allow for inflation since the last increase in 2008. All applications received on or after the implementation date will be charged at the new rate.

Applications are determined in one of two ways, either through the officer delegation procedure (whereby applications are determined by officers without reference to a committee) or by submission to the relevant planning committee.
Approximately 87% of applications are determined through the officer delegation procedure.

All persons who commented on an application together with the agent and applicant (if an agent has not been employed) will be notified of their right to speak at a committee by letter. The letter will communicate how the right to speak can be triggered and the date, time and location of the committee meeting that the application will be submitted to.
You can also find out from a search in Public Access (this is the council's website for viewing applications online). Having accessed the application details click on the 'important dates' link and the date of the committee will be displayed in the 'actual committee date' field once an application has been scheduled for a specific committee meeting.

If your planning application is refused and you think that the proposal could be altered to make it more acceptable it can be re-submitted again with different plans.
