What is a Controlled Parking Zone (CPZ)?

A Controlled Parking Zone (CPZ) is an area where parking is only allowed in signed and marked bays for a limited time. However, residents and their visitors, guests staying in hotels/guesthouses and contractors/carers working within the CPZ are allowed to park for as long as they wish, provided they display a valid permit in their vehicle. Disabled Blue Badge holders are exempt from any restriction and allowed to park in a CPZ.

Who qualifies for a CPZ permit?

Resident’s living within the CPZ and meet the following criteria can obtain a permit for a period of one year, they can also obtain permits for visitors to the CPZ.

  • You spend at least four nights a week at your home in the CPZ;
  • You live at the property for at least 13 weeks in a row;
  • You pay the full council tax for the property;
  • The vehicle registration document shows your name and address in the CPZ or your company name or the name of a hire company;
  • Your vehicle is a car or van.

Proprietors of Hotels/Guesthouses can also obtain temporary, short term, permits for their guests. Contractors and carers working within the CPZ can also obtain short-term permits.

How do the CPZ permits work? 

Residents and carers

A resident’s or carer’s permit, when displayed in your vehicle, will allow you to park in the marked bays for any period of time in the relevant CPZ. Please note that you are not allowed to reserve a specific bay and that you are not permitted to park a trailer within the CPZ. Read about how to apply for a resident's permit/carer's permit.

Visitors

A visitor’s scratchcard permit is valid for 7 days. The visitor is requested to mark the card with the start day, month and year of parking together with the registration number of the vehicle and the address that they are visiting. They should then clearly display the permit in the windscreen at the passenger side of the vehicle. Read about how to apply for a visitor's permit.

Contractors

A member of council staff fills in contractor’s permit details; it is then the responsibility of the contractor to display the permit clearly. Read about how to apply for a contractor's permit.

Controlled parking is also in place on Station Road, King Edward's Terrace, Saltgrounds Road and Grassdale Park in Brough.

Do I have to pay for a CPZ permit and why?

Yes, all types of permits carry a charge.

The council does not make a profit from the scheme but charges are needed to fund the scheme’s operational costs and allow it to be properly enforced. It is crucial that wardens are employed to ensure that residents benefit from the scheme by preventing long stay parking except where allowed by permits or scratchcards.

How do I purchase a carer's CPZ permit?

Yes, there are permits available to individual carers and agency or group service provider carers. If you need to receive care and you live within a controlled parking zone you can also obtain a permit to hand to your carers as and when they arrive to administer care.

How do I purchase a visitor's CPZ permit?

The council provides scratchcard permits for visitors. If you already hold a resident’s permit you can take this in to any customer service centre and request visitor’s scratchcard permits or alternatively you may contact car park support who on (01482) 395411 who will take payment and send the scratchcards to you. These are issued in books of 10 scratchcards; each scratchcard has a validity of one week and each household is entitled to 5 books a year. Each book of 10 scratchcards costs £10.

On completion of this form, send to the address on the form with the correct supporting documentation and a £15 fee (free for disabled badge holders), which can be paid by cheque (made payable to 'East Riding of Yorkshire Council'), over the phone on (01482) 395411 or at any customer service centre (finder map). You will then be issued with a registration card, entitling you to purchase 5 books of visitor’s scratchcards per year at an additional cost of £10 per book of 10.

Can I obtain a permit for a second vehicle?  

Yes, permits for additional vehicles are available by completing the residents application form above. Please note: you must clearly mark that you are applying for a second permit in section A, and fill out the other required sections.

 Please note: Anlaby, Hessle and Willerby are not entitled to second permits. Brough is entitled to a visitor permit.

I have recently moved into the CPZ, can I obtain a temporary permit while I change my vehicles details to match my new address? 

Yes, temporary permits are available by completing the residents application form. Please note: On the form you must clearly mark in Section A that you require a temporary permit and complete the relevant sections.

I am a disabled badge holder; do I need to purchase a CPZ permit?

No, disabled badge holders are exempt from on street parking restrictions and can park in CPZ areas.

How do you prevent fraudulent and incorrect use of CPZ permits?

Fake/copied permits can be identified easily, due to their lack of design detail, such as the hologram on a valid permit. Certain evidence must be provided to obtain a permit.

Do I need a permit to park my motorcycle?

Yes, you will need to complete a Permit Application Form and return it to us at the following address:

Once you receive your permit you will need to keep it in a safe place (inside your home) but have it available to produce on the request of a Civil Enforcement Officer.

What should I do if my permit is lost or stolen?

If your permit is lost or stolen you should report your permit as lost or stolen to the police who will issue you with a crime/lost property reference number. To have your permit replaced you will need to complete a new Permit Application Form and complete sections B, C, D, G and H.

Please be aware that a replacement permit will not be issued without a crime/lost property reference number.
