When looking to place salt bins, East Riding of Yorkshire Council review a number of factors governing safety in the area. The criteria used for the assessments are:
The salt in the bins is provided for the general public’s use on the public highway (roads and paths). When spread it will help against the formation of ice and soften snow prior to it’s removal. Be sure not to put yourself at risk when spreading the salt or removing snow. The moving of salt and salting can be physically challenging so if you have any health problems for example back or heart problems we would recommend you seek assistance from neighbours, as the council will not be liable for any injuries.
Please apply for a salt bin either by downloading the form below, this is a self assessment form which will assist with determining your eligibility for a salt bin to be placed on your road, alternatively please call 01482 395739 and a form will be sent to you.

Salt is very effective and requires only small amount spread over a wide area to stop ice forming, all types of salt are effective, for instance dishwasher or even table salt works well when treating household paths and drives.
As a general guide you should always ensure that the situation is better and safer when you have finished than it was before you started. The following precautions will help to ensure that this is the case:
When clearing snow it is possible to make conditions worse if you do not follow the precautions noted above.
If you do act in a safe way and follow these precautions then you will be helping your community in a positive and safe way and minimising the risk of anyone being injured as a result of your actions.
It's unlikely you'll be sued or held legally responsible for any injuries on the path if you have cleared it carefully. The following pdf documents provide advice on clearing snow from pavements and public spaces:

We will routinely re-fill salt bins twice during the winter period and during adverse weather as often as is practicable. If you think that your bin needs filling more urgently please report a salt bin that needs by calling 01482 395739.
Unfortunately, we do not provide that service but builder’s merchants usually carry it as a stock item in winter.
Please report a damaged salt bin by calling 01482 395739.
If your road is currently not adopted (maintained by the council) or is on private land then East Riding of Yorkshire Council have no maintenance responsibility for it and cannot place a salt bin there.
