The Council are under a duty to ensure, so far as is reasonably practicable, that safe passage along a highway is possible.  The extent of this duty varies according to the type of highway and the kind of traffic that may normally be expected on it.  The Council will make reasonable endeavours to ensure that the main routes will be kept open or free of ice and snow but cannot guarantee that this will be possible at all times.  The provision of this service does not override drivers' responsibility to drive safely and take care appropriate to the weather conditions.
