Tenant participation is about giving you the opportunity to have a say and get involved in the housing services you receive, and to enable you to influence policies and practices that affect you. We want to allow you to participate and get involved at a level you feel happy with, from just being on an email list to receive housing information, to being a committee member for the East Riding council tenants forum. The current structure shows how this is made possible in the following ways:
A tenant contact is a tenant who is happy to go on a tenant participation email list to receive up-to-date housing information, or are prepared to complete surveys etc. They may also be willing to attend occasional meetings or attend the East Riding council tenants forum.

Tenant representatives are individual tenants who want to get more involved with housing related issues. They represent a number of tenants, either within a village or street(s) on an estate, where for some reason it hasn’t been possible to set up a group. To become a tenant representative you need to complete the tenant representative application form below:

You should then visit other tenants within your area, explain that you want to become the representative for the area and obtain their signature (10 signatures or 50% of the area that you wish to represent, whichever is the lesser). This then allows you to represent that particular village or street. The tenant participation team can assist with this procedure.

Informal residents groups consist of a number of tenants coming together on a regular basis. They meet with officers of the council, perhaps to discuss a particular issue or give an opinion on something that is affecting them where they live. The meetings are generally facilitated by the tenant participation team. The group is happy to stay as they are and don’t want the additional commitment of forming a tenants or residents association (setting up a committee, agreeing a constitution and to be accountable to those they represent). If you are interested in setting up a group please contact the tenant participation team for assistance.
Tenants or residents associations are formed where a group of tenants have decided to become a formal body. Tenants/residents associations are independent from the council and operate through their own tenants/residents association constitution which sets out their agreed rules and regulations. To date there are over 40 resident groups and associations across the East Riding, if there isn’t a group or association in your area and you are interested in setting one up or getting more involved then please contact the tenant participation team.
Tenant participation grants are available to formal tenants/residents associations to help pay for meeting room hire, stationery etc. They are based on the number of council properties the association represents in their area. Grants for computers are also available to formally constituted tenants/residents associations. The following PDF document contains details of the grants and funding available.

All tenants are deemed members of the East Riding council tenants forum unless they state otherwise. Meetings are currently held at least four times a year and cover various housing-related issues. Tenants wishing to attend forum meetings should contact the tenant participation team.
If you are a new tenant, a member of the tenant participation team will contact you within 28 days of the start of your tenancy; please feel free to talk to them when they visit about getting involved with your housing service.
The tenants forum works in partnership with us to provide training for those individual representatives and residents groups who wish to acquire certain skills or knowledge which would assist them in achieving their role. Our tenant training plan sets out how we will achieve this.

The East Riding council tenants forum is a group of council tenants that meet at least four times a year to discuss housing issues and receive presentations from council officers and other agencies on housing-related issues. The forum has its own constitution, and a committee made up of a maximum of twelve elected tenants.
